Delhi Development Authority 1995 India Stamp

Delhi became the focus of government activity in 1911 when the British shifted the capital from Kolkata (Calcutta) to Delhi. The initial location proposed for the capital was to the north of the Northern Ridge. It was later changed to the present location around Raisina Hills. Renowned town planners Edwin Lutyens and Herbert Baker planned the city of New Delhi in the year 1912. In 1922 a tiny Nazul Office, consisting of 10 to 12 officials, was set up in the Collectorate of Delhi, the first authority to regulate the planned development of the city. In 1937, the Nazul office was upgraded to an Improvement Trust, constituted under the provisions of the United Provinces Improvement Act, 1911, to control building operations and regulate land usage.

India's independence in 1947 and resultant migration increased Delhi's population from 0.7 million people to 1.7 million by 1951. Open spaces were occupied by migrants and civic services virtually collapsed. The two local bodies at that time, Delhi Improvement Trust and Municipal Body, were not adequately equipped to cope up with the changing scenario. In order to plan Delhi and to check its rapid and haphazard growth, the Central Government appointed a Committee under the chairmanship of G. D. Birla in 1950. This Committee recommended a Single Planning & Controlling Authority for all the urban areas of Delhi. Consequently, the Delhi Development (Provisional) Authority - DDPA - was constituted by promulgating the Delhi (Control of Building Operations) Ordinance, 1955 (replaced by the Delhi Development Act, 1957) with the primary objective of ensuring the development of Delhi in accordance with a plan.

On 30 December 1957, Delhi Development Authority acquired its present name and its role as the 9th builder of the city of Delhi.

DDA - Delhi Development Authority instigated operations in 1957 under the Delhi Development Act for a well-planned, orderly and swift development of Delhi into a capital city in its true sense. The biggest challenge in front of the Ministry of Urban Development Delhi has always been to provide adequate residential and commercial infrastructure facilities to over 11 million people in the city.

This metro and capital of India has been attracting large number of immigrants from the neighbouring cities and states and provided an accommodating atmosphere to all. The credit of this largely goes to the Housing Development Authority or DDA. Starting from the basic plan of Delhi by the legendary Edwin Lutyens and Herbert Baker, DDA Regional Housing Authority had the challenge to develop a pre-painted canvas into a beautiful artefact that New Delhi surely is with plenty home for all and more to come.

Giani Zail Singh 1995 India Stamp

Giani Zail Singh  born in Sandhwan, Faridkot district on 5 May 1916 to Kishan Singh. He was a Sikh by religion, was given the title of Gyani, as he was educated and learned about Guru Granth Sahib at Shaheed Sikh Missionary College in Amritsar.

He studied all Hindu, Muslim and Sikh scriptures. He joined the freedom struggle at the tender age of 15. From a simple rural lad he soon became an ardent champion of India's fight for emancipation from feudal and foreign yoke. Zail Singh joined the Riyasati Praja Mandal in 1938 and formed a branch of the Congress Committee in Faridkot. He was physically assaulted by the Maharaja's police, arrested and in a sham trial was imprisoned for five years. Zail Singh suffered various types of torture in prison,  but did not yield his self respect, and refused to apologize.

In April 1946, Giani Zail Singh launched a Satyagraha movement. Pandit Jawaharlal Nehru visited Faridkot and led a mass of people with Gianiji in the vanguard to hoist the tricolour. Giani declared an open revolt against the feudal rule and set up a parallel Government. Giani was sworn in as minister in the first PEPSU government in 1946 and was unanimously elected President of the PEPSU Congress in 1955. He became a member of the Rajya Sabha in 1956 and in 1962. After being elected Member of the Punjab assembly, he became a minister in the state. In 1966 he was unanimously elected President of the Punjab Pradesh Congress and in 1972 became the Chief Minister of Punjab. After being elected to the Lok Sabha in 1979, he was included in Smt. Indira Gandhi's cabinet as Home Minister.

In 1982 Gianiji took oath, as the seventh President of the Republic. He was a champion of national unity and stood steadfast on the principle of secularism. His origins were humble but his achievements were remarkable. He won the hearts of the masses and was described as the President of the people.

On November 29, 1994, he met with an accident on his way to his pilgrimage to Anandpur Sahib. He was admitted in Chandigarh, but succumbed to his injuries  on December 25, 1994. At  79 He was cremated at the Raj Ghat Memorial in old Delhi.

Department of Posts released a commemorative postage stamp  on the occasion of Singh's first death anniversary in 1995.

Ramchandra Sakharam Ruikar 1995 India Stamp

Ramchandra Sakharam Ruikar was a pioneer of the Indian labour movement. He was born on 8 January 1895 in Rui, Kolhapur, Maharashtra. He went graduated from college from Pune  and  Nagpur  with a masters in history and economics.

He created a legal service in Nagpur, where he founded the Nagpur Textile Union. The union was the first to registered under the Trade Unions Act. He went on to help create more unions around India. He was elected as president of the All India Trade Union Congress twice.

He was arrested and imprisoned many times for his beliefs. In 1938, he joined the All India Forward Bloc and soon became general secretary of that party.

In 1946, Ruikar was selected as the AITUC delegate at the International Labour Organisation  Conference.

He led a split within the Forward Bloc in 1948, and his faction constituted a separate All India Forward Bloc (Ruikar). In December 1948, he became the president of the Hind Mazdoor Sabha trade union federation. Later his party was disbanded and he joined the Praja Socialist Party.

Kundan Lal Saigal 1995 India Stamp

Kundan Lal Saigal is a legendary actor and singer of Indian cinema. This actor-singer contributed immensely to frame the future of Indian cinema. Being the first superstar of Indian film industry, his charisma and appeal is unparalleled in the industry.

Kundan Lal Saigal was born in Jammu & Kashmir on April 4, 1904. His father Amar Chand worked as a tehsildar at the court of the Raja of Jammu & Kashmir. Saigal's mother Kesar Bai was an extremely religious woman and was very fond of music. He dropped school and worked first as a railway time-keeper and later used to sell typewriters. 

Kundan Lal Saigal got formal training in music by a Sufi peer, Salman Yussuf. The singing tradition he followed was not strictly classical but an amalgamation of the musical forms of Thumri and Ghazal. In 1930, he was engaged by B.N. Sircar at New Theatres and his style was considerably followed by his contemporaries like R.C. Boral, Pankaj Mullick and Timir Baran. Saigal had performed in 29 Hindi films and seven Bengali films,150 film songs and 110 non-film songs are sung by him. 

His debut film was Mohabbat ke Aansoo (1932) but he became famous with Chandidas in 1934. The next movie Devdaas made him a megastar, he played the title role and made the character of the tragic hero come alive. The songs 'Balam Aaye Baso Mere Man Mein' and 'Dukh ke Din Ab Beete Nahin' sung by Kundanlal Saigal were mega hits. 

In 1940, Saigal travelled to Bombay and acted in renowned films like Bhakta Surdas, Tansen, Kurukshetra, Omar Khayyam, Tadbeer, Shahjahan, Yahoodi Ki Ladki ,Rooplekha, Crorepati, Karwan-e-Hayat, Dharti Mata, President, Pujarin, Dushman, Lagan, My sister
Zindagi, Street Singer and Parwana.

Some of the famous songs sung by him are Diya Jalao Jagmag Jagmag, Rumjhum Rumjhum Chaal Tihari, Baag Laga Doon Sajani, Chah Barbaad Karegi, Ai Dil-e-beqarar Jhoom, Gham Diye Mustaqil, Naina Matwaare Tihaare, Main Kya Jaanoo Kya Jaadu Hai, Preet Me Hai Jeevan Jokhon, Ek Bangla Banay Nyara, Tarpat Beete Din Raen, Jab Dil Hi Toot Gaya, Soja Rajkumari and the memorable Babul Mora. In the film Street Singer, Saigal acted and sung Babul Mora live in front of the camera. Indian film industry lost this legendary figure on January18, 1947, due to his alcohol addiction.

Rafi Ahmed Kidwai 1995 India Stamp

Rafi Ahmed Kidwai was a politician, an Indian independence activist and a socialist, sometimes described as an Islamic socialist.

Rafi Ahmed was born in the village of Masauli, in  Barabanki district (now in Uttar Pradesh), the eldest son of Imtiaz Ali Kidwai and Rashid ul-Nisa. Imtiaz Ali was an affluent Zamindar (land-owner) who had added to his position in society by entering government service.

Rafi received his early education from a tutor at the home of his uncle, Wilayat Ali, a politically active lawyer, and in the village school. He attended the Government High School, Barabanki, until 1913. He then attended the Mohammadan Anglo-Oriental College, Aligarh, where he graduated with a BA in 1918. He began work towards the degree of LLB, but never completed it.

In 1919, Rafi was married to Majid-un-Nisa, The couple were blessed with only one child, a son who died of an unexplained fever at seven years of age. Then he got swept up by the khilafat and noncooperation movements of 1920–21 (the first of Mahatma Gandhi’s major all-India movements) and was jailed after then  he  joined  Indian  National  Congress.

In 1937, Kidwai became a minister for Revenue and Prisons in Govind Ballabh Pant's cabinet in the United Provinces of Agra and Oudh (UP) under the Provincial Autonomy Scheme. Under his stewardship, UP became the first province to curtail the zamindari system.

In April 1946, he became the Home Minister of UP. Kidwai was a major all of Jawaharlal Nehru, the first Prime Minister of India. After India gained independence from the British Raj in 1947, Kidwai became India's first Minister for Communications. (Kidwai and Abul Kalam Azad were the two Muslims in Nehru's central cabinet.)

After the first general elections in 1952, Mr.Kidwai elected from Bahraich. Nehru entrusted Kidwai with the portfolio of Food and Agriculture at a time when there was food rationing in the country.

Kidwai lost  his  breath  on 24 October 1954 aged 60, while still in office as a Minister. He was buried with full state honours in a mosque in his hometown.

*The Rafi Ahmed Kidwai Award* was created in 1956 by the Indian Council of Agricultural Research  (ICAR) in 1956 to recognize Indian researchers in the agricultural field. Awards are distributed every second year, and take the form of medals, citations, and cash prizes.

In Nov 2011, Government of India decided to rename the Postal Staff College, Ghaziabad after him as *Rafi Ahmed Kidwai National Postal Academy*. The National Academy is entrusted with the task of imparting training to the officers of Indian Postal Service selected through Civil Services Examination conducted by the UPSC.

In Kolkata, a major street has been named after him. Kidwai  Memorial Institute of Oncology is named after him.He played a major role in donating 20 acres of the Campus land and Rs. 100,000 for the Radiotherapy  machine.

Indian National Science Academy 1995

The Indian National Science Academy (INSA) in New Delhi is the apex body of Indian scientists representing all branches of science and technology.

It was originally established in 1935 and was known as the 'National Institute of Sciences of India' until the present name was adopted in 1970.  The  Government of India recognised it in 1945 as the premier scientific society representing all branches of science in India. In 1968, it was designated as the adhering organisation in India to the International Council for Science (ICSU) on behalf of the Government of India. It is headquartered in New Delhi.

The Academy consists of Foundation fellows, Fellows (FNA) and Foreign Fellows. Election to the Academy is only by nomination. The objectives of the academy encompass promotion of science in India including its application to national welfare, safeguarding the interests of the scientists, establishing linkages with international bodies to foster collaboration and expressing considered opinion on national issues

The Indian National Science Academy, was established  with the object of promoting science in India. The foundation of the Academy was the outcome of the joint endeavour of several organisations, individuals and the Indian Science Congress Association.

Formerly known the National Institute of Sciences, it first started functioning with its headquarters in Calcutta with Dr. L.L. Fermor as the President. Professor Meghnad Saha was the first Indian President of the Institute. When, in October, 1945; it received recognition by the Government as the premier scientific society representing all branches of science in India, the headquarters moved to Delhi. It assumed  its present  name in February  1970.

The Academy is concerned with problems of national importance  and organises discussion meetings and workshops with participation by leaders in the relevant field. By such activities, the Academy has been able to mobilise opinion and  stimulate  thinking.

The Academy consists of Fellows and Foreign Fellows. representing all branches of science. Every year, the Academy confers medals, prizes and lectureships upon eminent scientists in various disciplines. The number of medals, prizes and lectures is now 50. Apart from these, 15-20 young scientists are awarded the INSA Medal for Young Scientists every year. The most prestigious are the four General Medals named after Aryabhata, Chandrashekhara Venkata Raman, Meghnad Saha and Shanti Swarup Bhatnagar.

The Academy  has a scheme for recognising and honouring excellence in various areas of science through the institution of Research Professorships and INSA Senior Scientists. In addition, the INS-A visiting Fellowship is awarded to a scientist for collaborative research or for training in specific techniques or utilising facilities not available in their own institutions.

The Academy provides grants for a variety of purposes such as, research in the history of science, medicine and technology etc.

Since the Academy is the adhering organisation in India to the International Council of Scientific Unions and the International Unions affiliated to ICSU, it has constituted National Committees to enable positive implementation of scientific programmes and activities geared to national and  international research development and human welfare. The Inter-Academy Exchange Programme aims at establishing collaborative scientific exchange with different countries of the  world  through  visits  of  scientists on a reciprocal basis.

During  60th Anniversary of Indian National Science Academy,  The Department of Post Issued commemorative postage stamp on this premier institution which has a vital role in the development of science and harnessing of scientific knowledge to national welfare; The design of the stamp symbolizes the global dimension of its role and the many areas of scientific and technological  achievement.
