Shyama Charan Shukla was born on February 20th 1925, at Raipur and received his early education at Raipur (Chhattisgarh). He graduated in Technology from Banaras Hindu University and completed his law degree from Nagpur University.
Shyama Charan Shukla got inspired by the freedom movement and participated in the Quit India Movement of 1942. He was the founder editor of ‘Mahakoshal’, the first Hindi daily from Raipur.
He was elected Member of the Legislative Assembly (MLA) for the first time in 1957 from the dual constituency of Brindranavgarh –Rajim and subsequently in 1962, 1967, 1972, 1990, 1993 and 1998 from Rajim constituency. He was appointed the State Irrigation Minister in 1967 and Chief Minister of Madhya Pradesh thrice from 1969 to 1972 and later from 1975 to 1977 and 1989 to 1990.
He was elected as a Member of Parliament from Mahasamund in 1999.Shyama Charan Shukla is remembered for his contribution towards irrigation, development of agriculture, tribal welfare, urban planning and development as well as environmental conservation.
He made special efforts for the expansion of canals as well as small irrigation projects, rural electrification, land consolidation, recognition and protection of farmers’ rights over land, distribution of surplus land to the landless.
It was his significant efforts which made green revolution a success in Madhya Pradesh. Shyama Charan Shukla is also remembered for his contribution to the field of professional education.
He introduced pre entrance examination and emphasized the importance of research and development in medical education. He was also a pioneer in implementing Panchayati Raj in the state of Madhya Pradesh. Recognizing the benefits of environmental conservation
Shyama Charan Shukla, in his second tenure as Chief Minister of Madhya Pradesh in 1975, introduced the concept of social forestry in his state.Shyama Charan Shukla’s public life spanning over five decades was marked by simplicity, ethical conduct, integrity and discipline.
He died on February 14, 2007 at Raipur Chhattisgarh,
